Measure  my  Speed  >  Country  >  Start  
 
  I'm  presuming  you  have  no  malware  infecting your  machine   and  has  not  changed  recently any  app  like  your  FW .
 
  In  this  case  ,  could  be  your  ISP  -  as did happen  with  me  last  month .

Well you can try : www.dslreports.com to test your speed. Also you might lived to far away from the CO , the closer you are to the CO the faster your speed is and also that it depend on the "type" of DSL you have.  Grin
