Occasionally missing TH Guard Icon

I'm aware of the XP bug, and the process is always running, but I would appreciate any suggestion on a legitimate and reliable startup manager that includes an option to specify the order and a delay time.  Free or $$$ ok.
 
I've used a script to increase the size of the iconcache, twice, but it still happens.
