Remember to uninstall the previous Java version via Add/Remove Programs in the Control Panel after installing Update 4.

Sun Developer's site show 6-3 as latest

The Sun Java Developers site (where I have alwqays found the latest releases that I have downloaded and installed) offers version 6-3 as the latest to download--not 4 as per you post.
 
Not sure I want to trust your posted download, if sun's site does not show it.  
 
Note I am talking about the sun developer site--note the regular sun java site, which also has finally cought up to java 6-3 also.

BetaNews/Fileforum downloads from the sdlc-esd.sun.com which is the parent Sun site.
 
If you go to the link below and let Java "verify installation", it will determine if your system needs to update to 4.

Used the link, it says that version 3 is the latest and no update is necessary.
 
I think that you missed my point: The offical Sun develper site lists 6-3 as the latest--- NOT 4 so where is BetanNews getting the download. We should be able to go to sun's site and find it. Not so, in my case.

Understand.  This is a Java website/server update catchup issue of not yet having the download posted everywhere.  
 
If I do the Verify Installation, I get

yet, if I go to downloads, Update 4 is not there as you point out.  Give Java a couple of days and it will show up.
 
A similiar issue is occurring right now with the latest MP1 release by Kaspersky.  It is available on European servers but not yet available on Kaspersky's US and Canadian servers.
