This time discovered by @stake, the vulnerability which involves a bug in the way IIS handles .htr files is fixed by the Microsoft-released patch also recommended for fixing the recent eEye-discovered vulnerability: http://www.microsoft.com/technet/security/bulletin/MS02-018.asp
