I.E doesn't keep my home page. I have about:blank as a home page and when I change it, I.E doesn't keep this setting.
IE ver.7 RC1

It sounds like you have a security program on your system that is guarding IE home page changes.  What security programs are you running on your system?

NIS 2006 has a Home Page protection setting.  I do not remember the exact window that it is selected in all the options of NIS 2006.  I think it is under the Antivirus settings.  
 
Please check your NIS settings.  You will need to uncheck the Home Page Protection feature, change your home page, and then set the NIS Home Page Protection feature back active.
