This is a very secure way to use the internet. The three aspects work well together, but each may be made use of separately. The third one is the most critical, and can be used without resorting the installation of a different OS.  
 
First of all, obtain a UNIX variant, Linux will do just
fine. All that you have to do is to learn how to use it. Do your surfing from a user account, without ever, ever,having an active root account up while you are on.
 
Second of all, use a firewall.  
 
Third of all, and this is the critical aspect, get a text-only account that you can access with a terminal emulator, or by telnet. These are often available through
community networks, usually for a modest fee. Mine costs me C$35.00 per annum. If you are really cheap, and can log onto to one without having to call long distance, this can
be your only access to the web.
 
With the text-only acc't, you will be working through a remote server, using their software. Cookies, for instance,
will be kept on their hard drive, not yours. In my case,
the cookie jar is wiped each time that I log off, and it can also be edited on an ongoing basis, just by entering ^k.
You can get terminal emulators for DOS, Windows, or Macs as well.
 
At the very least, you will be behind a remote server, probably UNIX, and at best, you will be behind 2 UNIX systems and 2 firewalls! The text-only browsers  have their limits, but they are much more flexible than they first appear.
