Your IP address is your internet access point, sort of where you tie into the Internet. It is not a physical location as per say but it represents the equipment that you use to get into the internet. Your IP address is necessary or you couldn't be in contact with anything on the internet. It is possible to disguise or make your IP address harder to findout, but the fact is that you cannot hide it completely without some other IP intercepting it and that IP being connected to your origin IP. The problem is that when you foreward your IP through a Proxy that it is still possible to determine your original location as long as the protocols are rebroadcast rather than intercepted and a new broadcast sent. Technically this is rather a simplified explaination but you seem unfamiliar with the concept as a whole. If someone knows your IP it can be of effect two ways he can broadcast directly to that contact point and attempt to probe the computer which is sitting there. The other is he can report abuses made by the IP made at a specific time so that it might be traced by the system logs of that server and a user identified. Depending upon what the abuse was, consequences could range from criminal prosecution to lost of your Internet Account for abusing the agreement with your IP provider like your Dial-up, DSL, or cable provider. Messenger Programs can use the IP as a contact point and usually address the message that way. So yes it is possible for someone who is technically savy to know your IP at that time. Finally IP are assigned either statically or dynamically, which means they are permanently assigned or they may change with each connection. As to whether it is leegal or not to know when you send that information to someone else, then it is legal to log it. The Board Owner can log any information that you send them, it is not illegal to record the information you send.
