ALL MY PORTS ARE LOCKED

Hi,  
 
Hope someone can help me with this. I tried the netstat command on my windows XP and all my ports are closed. I cannot use internet or use any other network application. Though i am able to ping everywhere .  
 
please help.  
 
let me know if there is a way i can open my ports back to normal
