It sounds very much like a tool for those who know what they're doing (counts me right out). From the "MUST READ" on the site:

In its default configuration the packet filter does not impose any security restrictions on any type of traffic.
 
The CHX-I Packet Filter is not a personal firewall and should not be used by those expecting out-of-the box security configurations or unfamiliar with TCP/IP networking and IP security in general. Several configuration templates are provided to assist first time users in grasping CHX-I filtering concepts. These templates can be obtained in the idrci.net download area.
 
First time users are encouraged to make extensive use of the available logging features (and the GoTo Related Filter feature) when debugging their CHX-I IP security policies.
 
The packet filter cannot facilitate address/port translation in gateway environments. The CHX-I NAT module was designed to provide this functionality as either a stand alone or add-on to the packet filter management console.

This is the forensic approach to traffic security with some good firewall tools thrown in.  It is a professional approach as you suspect.

   After  reading  some  items  I'm  out  too . My  limit  is  something  like  " CommView "  from  tamos.com .
 
    And  ,  if  I  have  enough  time   and patience to  learn ,  
I  think  it  would  be  " PureSecure " from demarc.com .
 
    But  your  " CHX-I "  seems that  has a learning curve  
harder them  both  the above  together .
 
   Well  ,  at  least  with  FWs  we  can  learn , tweak and  use ad-ons . With  AVs  and  ATs  , only  pros can  play.

There are some rather good information at this website, but it is essentially a traffic analyzer and logging tool with some firewall protection tossed in.  This would be a good tool for say Ian or Madaxe to consider for their networks when problems occur on someone's machine or running somewhere recording the Internet Access Traffic.
