Limiting internet hours of use

I recently completed a new build for a troubled youth. His parents have asked me if its possible to limit his internet access. They have requested me to shut off access from 11:00PM to 4:00PM. It seems he gets up in the middle of the night to play games and chat and is too tired to get up for school the next morning. He'll also skips school to come home to get back on the internet.
 
The home has 2 PC's and one mac. The parents only want access to the youths PC turned off. Is it possible to do this using the Administrators profile or any software? I googled and got this parental control software for pc ,and there're much more,I've no idea.Any suggestion? Free or affordable.

The software you mentioned is good.or you can search on google to find another parental contorl software.
